Building Renovation Passports in 2026: Where Do Windows and Doors Fit?

A renovation passport is intended to turn a long-term energy ambition into an ordered building plan. Windows and external doors can be important steps, but only when surveys, ventilation, shading, heating and later façade work are coordinated rather than treated as separate purchases.

A renovation passport is a roadmap, not a product certificate

Article 12 of the recast Energy Performance of Buildings Directive requires Member States to introduce renovation-passport schemes based on the common framework in Annex VIII. The EU framework describes a digital, printable roadmap prepared by a qualified or certified expert after a site visit. Use is voluntary for owners unless a Member State decides otherwise, and a passport may be prepared alongside an energy performance certificate.

The roadmap is meant to show the current position, a sequence of renovation steps and the route towards a highly efficient, zero-emission building. It is not a quotation for windows, a guarantee of savings or a substitute for drawings and structural checks. Its value lies in showing dependencies: an early measure should not make a later roof, façade, ventilation or heating upgrade harder or more expensive.

The legal position still differs across the EU

The transposition deadline for most of the recast Directive was 29 May 2026. On 15 July 2026, the European Commission said it had opened infringement procedures against all 27 Member States because the Directive had not been fully transposed into national law. Therefore, EU-wide transposition was still incomplete at that date, even though the Directive provides the common framework.

Owners, designers and contractors should check the current national scheme, eligibility rules, approved experts and funding conditions with the relevant authority. A passport may be voluntary in one setting and connected to other procedures in another. This article explains the EU framework and practical building logic; it does not provide country-specific legal, grant or compliance advice.

Windows and doors sit within the complete building envelope

Replacing leaky openings can reduce uncontrolled air leakage, improve surface temperatures, lower draughts and support better acoustic comfort. Yet the result depends on the installed opening, not just the centre-pane glass. Frame performance, glazing, spacers, thresholds, seals, shutters, fixing, perimeter insulation and airtight layers all influence the outcome.

A passport should connect these measures to walls, roof and floor. If external wall insulation is planned later, reveal depths, sill projection and window position should anticipate it. Installing a new window in the wrong plane can leave a difficult thermal bridge that the façade contractor must undo. Entrance thresholds likewise need coordination with floor insulation, waterproofing and accessible levels.

Survey first, then choose the renovation sequence

Record opening dimensions, construction, moisture, existing ventilation, shading, orientation and signs of leakage before deciding that replacement comes first. Some windows may need adjustment or repair; others may be technically obsolete. Thermography and airtightness testing can help in suitable conditions, but they require competent interpretation and do not replace inspection of hidden junctions.

Sequence matters. Airtight windows fitted before a ventilation solution can expose an existing moisture problem because incidental leakage has been removed. A larger heating system ordered before envelope improvements may be oversized afterwards. Conversely, delaying a failing external door may undermine comfort and security. The expert roadmap should state assumptions and identify which decisions must be revisited before each stage.

Specify performance that can be checked at handover

For windows, record whole-window Uw rather than relying only on Ug for the glass. Add solar factor, daylight transmission, acoustic performance, air and water classifications, safety glazing and hardware where relevant. For external doors, consider whole-door Ud, threshold, glazing, locking, opening direction and accessibility. Values must relate to the quoted size and construction where the declaration requires it.

The installation brief should identify substrate preparation, mechanical fixing, interior airtightness, insulation and exterior weather protection. Take photographs before junctions are covered, retain product declarations and operating instructions, and record any design changes. These documents make the next renovation stage easier and give the passport expert evidence instead of relying on memory.

Coordinate ventilation, shading and controls at the same time

Energy renovation can fail in comfort terms if winter heat loss is reduced but summer overheating is ignored. Review glazing orientation, solar-control strategy and external shutters while openings are being specified. Provide power and service access for controls before finishes. A blind selected after the façade is complete may require compromises in box position, daylight or insulation.

Ventilation needs equal attention. Confirm whether the building uses natural ventilation, extract fans, demand-controlled inlets or mechanical ventilation with heat recovery, and how replacement windows support that strategy. The passport should not prescribe a generic trickle vent or sealed window for every room; it should flag the required design decision and the evidence needed to close it.

Turn the passport into a procurement checklist

Before requesting prices, extract the relevant step, target values, junction details and future dependencies from the roadmap. Ask suppliers to identify exclusions and provide data in a comparable form. Lowest initial price is difficult to judge if one quotation includes sill work, airtight tapes, disposal and commissioning while another lists only products and foam.

After installation, update the building record with final sizes, declarations, photographs, warranties, maintenance instructions and commissioning results. If national rules allow the passport itself to be updated, ask the responsible expert how evidence should be submitted. The aim is a living renovation record in which each completed step leaves the next one clearer.
